What is a BOM decision layer?
A BOM decision layer reads your bill of materials, plus everything around it: the RFQs, the supplier replies, what's in inventory, what you ordered last time. Then it works out what to actually do. Who to source from, what to substitute, what to charge, whether to bid at all. A BOM tool or a component database just stores and shows you part data. A decision layer acts on it, and learns from how each quote turns out.
Most electronics teams already have somewhere to store a BOM: a PLM, an ERP, a spreadsheet, or a dedicated BOM tool. What they usually lack is a system that reads those inputs and decides what to do next: which supplier, which substitute, what price, and whether to bid at all. That judgment is where quotes are won or lost, and it is exactly what a decision layer automates.
The distinction matters because these three categories are often conflated. A component database answers “what is this part?” A BOM tool answers “what is in this build?” A decision layer answers “what should we do about it?”

Why the decision layer matters now
Two pressures make manual BOM judgment untenable. First, scale: the electronics manufacturing services market is projected to reach $853 billion by 2030 (MarketsandMarkets), with more SKUs, more revisions, and less patience for slow quoting. Second, risk: 621,909 components went end-of-life in 2025, 52% with no product change notification (Z2Data), so lifecycle judgment has to happen on every line, not occasionally.
